Aran new national contract signed for the management area of

(Finance) – After the positive certification of the Court of Auditorswas officially signed today at theAgency for the negotiation representation of public administrations (Aran) The National collective agreement for the Education and Research Management Arearelating to the three-year period 2019-2021. This long-awaited contract, It concerns approximately 6,500 managers in the school, university, AFAM and research sectors.

“The contract was signed today,” explains the president of Aran, Antonio Naddeo“is the last of the 2019-2021 contractual round. An important contract for the various categories represented and which marks a decisive step forward towards the equalization of school principals’ salaries with respect to other managements. Now we can definitively focus on the 2022-2024 contractual round and try to close the contractual renewals, aware of the difficulties that exist, but confident that they can be completed by the end of the year”.

The new contract provides for average increases of 3.78% for the staff involved, with a portion of these allocated to performance-related pay. Administrations will have the possibility of recognizing further increases of up to 0.22% of the total salary. For school principals, in particular, a average increase of 260 euros per month with ordinary resourceswith additional funds of 50 million euros earmarked for increasing the Fund for position and performance-related remuneration, as established by the budget laws for 2020 and 2022. The arrears, which could exceed 10,000 euroscompensate for the delay in signing the contract. The CCNL reiterates the importance of valorizing the results achieved by managers, with a focus on the graduation of accessory remuneration.

On the regulatory level, one of the most significant innovations is the introduction of the discipline of agile work, in compliance with law 81/2017, which adapts the system of industrial relations. The contract also introduces the mentor figure: an experienced manager or professional who, on a voluntary basis, assists newly hired staff during the first months of service. Previous normo-economic institutions have also been revisited, such as the protection of staff affected by serious pathologies requiring life-saving therapies.

Another significant change concerns inter-regional mobility of school principalswho will be able to move to the roles of the requested region, within the limit of 60% of the positions available annually, respecting the hiring capacity and the quotas of the regional positions put up for competition.

As regards industrial relations, theagreement expands the scope of information, comparison and integrative bargainingThe parties have agreed to enhance the Joint Innovation Bodymaking it mandatory. This body will be established at the Ministry of Education and Merit for the school sector, at the Ministry of University and Research for Universities and Afam, and at the individual institutions for the Research sector.

“The innovative path undertaken in recent years in the Public Administration continues with the introduction of the figure of the mentor,” concludes Naddeo, “and the agreement introduces broader areas of information, comparison and integrative bargaining”. With the signing of this contract, the 2019-2021 contract round endsmarking significant progress in the management and valorization of managerial staff in Italy.
