The ceasefire will come into force at midnight on August 4, 2024, according to a statement from the Angolan presidency. Its application will be monitored by an ad-hoc mechanism that already exists, but which will be strengthened.
The decision was taken following a discussion between the Congolese Minister of Foreign Affairs, Thérèse Kayikwamba Wagner, and her Rwandan counterpart, Olivier Nduhungirehe, under the auspices of the Angolan government.
The announcement by the Angolan presidency on July 30 comes just three days before the expiration of the humanitarian truce obtained by the United States. A truce lasting a total of one month that has only been partially respected since fighting has continued in the territories of Masisi and Rutshuru.
Kinshasa is banking on this Luanda process which aims to get the stakeholders to discuss. On July 24, the Congolese president attacked another process, that of Nairobi, which is to serve as a framework for discussions for all armed groups in eastern DRC.
