A ” rotting strategy “, the words snap. ” For over a year now, the government has been playing for time by not responding to our requests for approval or to our requests for explanations after the fact. Paul Cassia, president of Anticor, told AFP. This strategy of decay is worrying for what it says about the executive’s relationship to the fight against corruption. »

The association announced to AFP that it would immediately refer the matter to the Paris administrative court to obtain the cancellation of this refusal and submit a new application for approval to the Prime Minister.

The association, founded in 2002, has been fighting for over a year to regain its accreditationSince 2015, the latter has allowed him to intervene in cases of combating corruption and attacks on integrity, in particular by constituting himself as a civil party in the event of inaction by the public prosecutor.

Loss of approval in June 2023

The government had until midnight on Thursday evening to respond to its new request for approval received on January 25. But no decision was published this Friday morning in the Official Journal, which is considered an implicit refusal according to the association. Asked by the AFP, Matignon recalled that ” When the Prime Minister took office, an implicit refusal was born. Given the timetable of the procedure, it seems appropriate to await the outcome of the ongoing litigation “.

The association lost its accreditation in June 2023 after two dissidents brought the matter before the administrative courts, arguing in particular that the association did not meet the required conditions. Anticor claims to have met the five conditions required for the renewal of its approval. Anticor had then filed a new application for approval in June 2023, entrusted to the Minister of Foreign Affairs, Catherine Colonna.

But after the six-month deadline, the minister had not responded to the request, which amounted to a ” implied decision of refusal “, confirmed a source at the Ministry of Foreign Affairs. The association contested the cancellation of its approval before the Council of State and the government’s lack of response before the administrative court. These two procedures are still ongoing.
