Lawyers denounce the increase in house arrests that are repressive

Security will be one of the challenges of the Olympic and Paralympic Games in the French capital, particularly in the face of the terrorist threat. While Interior Minister Gérald Darmanin had presented his ” anti-terrorism plan ” for the Olympic Games in May 2024, the number of house arrests is increasing sharply as the Games approach. Lawyers denounce these liberticidal measures, particularly against people who have already served their sentences.

House arrests concern people suspected of supporting terrorism or convicted of terrorism. The maximum duration of house arrests is three months.

Maître Vincent Brengarth, a lawyer at the Paris bar, is concerned because some of the people targeted have already served their sentences for acts of terrorism. However, “itJust because you were convicted of terrorism offences several years ago does not necessarily mean that you represent a current threat to public order. ” warns the lawyer.

House arrest means having to report to the police station, being banned from leaving one’s town and therefore sometimes being unable to comply with the socio-judicial monitoring intended to prevent reoffending. A situation ” totally paradoxical “, denounces Maître Vincent Brengarth, who prevents a person under house arrest from attending their appointments with psychologists, for example.

These summonses, issued by the Ministry of the Interior, are administrative and not judicial measures. Vincent Brengarth has contested several of them before the administrative court… without success. He deplores ” an absence of real control carried out by the administrative judge due to the exceptional nature of the circumstances we are going through, between the terrorist threat and the holding of these Olympic Games “.

After this interview with RFI, Vincent Brengarth saw a new appeal rejected for one of his clients: ” The Council of State did not even bother to call a public hearing. ” he sighs.
