(Finance) – Il cabinet today he gave the green light to two important decreesthe one on critical raw materialsi.e. on the extraction, processing and recycling of minerals used in the energy and digital transition, and a law decree on space, which aims to regulate the matter and encourage the development of the space economy.
The Minister of Business and Made in Italy said it Adolfo Urso during the press conference followed by the Council of Ministers, explaining that the two decrees were supported by his ministry, MIMIT, and by MASE led by Minister Pichetto.
The first decree on critical raw materials – explained Urso – “adapts the national legislation on the mining sector to European objectives and standards on critical raw materials” and refers to the European regulation. The decree represents “a new system approach to the supply of strategic raw materials” and regulates the extraction, processing and recovery of these critical raw materials. IN Italy – the Minister recalled – 15 have been identified out of a list of 34 identified by the European authorities.
In the decree of “analyzes demand and needs of the country thanks to supply chain monitoring activities” and the supply of raw materials is encouraged”, through a “simplification of authorization procedures” which will pass from the competence of the regions to that of the state after the recognition of the status by the European Commission.
Minister Pichetto wanted to remind us that Italy is in pole position in Europe for the recovery of critical raw materials, through WEEE and other sources.
Pichetto then recalled that the law also aims to update the remuneration of the extraction activity, which according to the old legislation was equal to 16 euros per hectare per year, while a royalty regime on the oil model in Basilicata equal to 5-7% to be shared between the State and the Regions.
The Council of Ministers then approved a Space bill, connected to the economic maneuver and financed by a specific item. The framework law – explained Urso – places us at the forefront of large global players, regulating activity in space, and represents a significant impulse for the development of the space economy.
The bill – explained the owner of MIMIT – “fills a gap in our system”given the importance of the sector which has over 400 companies and 7 thousand employees and which today includes not only government players but also private players.
The first part – said Urso – concerns the ordinal aspect and establishes the authority responsible for supervising the sector, while the second part aims to develop the Italian company in space.
The Minister recalled that a fund for the space economywhich for the moment amounts to 150 million, even if the resources between now and 2026 amount to 7.3 billion (3.1 billion as a contribution for the European Space Agency, 2.3 billion for the ASI, in addition to the resources allocated in the PNRR for space).
