Until 12 noon, 15.6 percent of Utrecht residents had come to vote. That is more than five years ago around that time, when it was 12.7 percent. Turnout is somewhat lower in the other major cities, especially in Rotterdam. About 10 percent cast their votes there in the morning. Things are going slightly better in Baarn than in Utrecht, where 19.7 percent voted until 1 p.m.
