The so-called Sunshine List of all those receiving government salaries and earning more than $100,000 was set up to be transparent about where taxpayer dollars go.

But a regular citizen cruising through the 300,000-plus names on the recently released list will be stymied when it comes to the Ontario Provincial Police.

Across the province, there are 5,328 OPP employees on the list with 350 of them earning $175,000 or more. Accounting for inflation, $175,000 is about what $100,000 is now worth, 27 years after the list first came out.
The highest paid OPP employee is a physician, Dr. Andrew Reed, who was paid $393,593 in 2023.
Commissioner Thomas Carrique earned $373,472.
But an interested member of the public can’t divine who is working for their local OPP detachment or even how many locals are on the OPP list because they aren’t identified by their region.

At Brant OPP there were 58 people on the list for 2023, an increase of nine employees.
The highest salary – just squeaking past the $175,000 threshold – was that of Commander Andrea Quenneville at $175,049.
Also on the list was Lisa Anderson, still listed as “commander”. Anderson led the detachment from the fall of 2018 but, in early 2021 took a leave. No information about that leave has ever been released.
Anderson’s salary in 2023 was listed as $137,443.
Other top earners at Brant OPP included: John Monaghan, team leader, $159,727; Mark Cantlon, team leader, $152,899; Jason McTaggart, detachment manager, $152,688′ Rodney Grubb, investigator, $143,424; Andrew Cummings, investigator, $141,799; Lisa Lambert, supervisor, $141,705; Daniel Twinem, investigator, $141,143; Shaun Webb, investigator, $141,032; and Dylan MacKinnon, $140,322.

In Haldimand and Norfolk counties, there were a combined 64 employees on the $100,000 list with four of them topping $175,000.
New commanders — Insp. Andrew Tait for the Norfolk detachment and Insp. Jodi Kays for the Haldimand detachment — were appointed in the summer of 2023.
Tait earned $178,883 last year and Kays $177,317.
Officer Devin Turner, earning $198,329, and team leader Robert Page, earning $183,578, surpassed the commanders’ salaries.
Other top earners in the two detachments were: Scott Deschamps, team member, $174,671; Jeffrey McNorgan, detachment manager, $171,977; William Kuivenhoven, detachment manager; $169,772; Benjamin Kenter, officer, $166,093; Scott Adams, supervisor, $165,791; and Timothy Lee. officer, $164,996.
