(Finance) – With Resolution no. 53/2024, theTransport regulatory authority approved the regulatory act which defines the minimum quality conditions (CMQ) of public road transport services (buses, subways, trams, trolleybuses), characterized by public service obligations (PSO). The measures introduced concern i services public transport used in cities or on extra-urban connections by millions of users, entrusted through service contracts by local authorities or their instrumental bodies, such as Municipalities, metropolitan cities or Provinces.
With theregulatory intervention of the ART provides the TPL sector with a minimum and uniform set of service quality indicators and targets, measurable and comparable, aimed at promoting continuous improvement of performance for the benefit of users and businesses.
CMQs are established in relation to a list of eleven factors: intermodal integration; availability of seats/compliance of rolling stock; regularity, punctuality and reliability of the service; commercial accessibility; fight against fare evasion; accessibility of vehicles and infrastructures to people with reduced mobility (PRM); environmental sustainability; information to users; transparency; cleanliness and comfort; safety of the journey and the traveller.
L’act adopted follows the measures previously introduced by the Authority for the identification of CMQs in rail and maritime transport services, thus completing the regulation on the matter in the areas of public passenger transport characterized by OSP.
The new measuresFurthermore, they allow the implementation of the relevant provisions introduced by Legislative Decree no. 201/2022 on the “Reorganization of the regulation of local public services”, which falls within the scope of the implementation obligations of the National Recovery and Resilience Plan (PNRR ) referred to in Milestone M1C2-8.
