Full UN membership requires the approval of the Security Council first, which means at least nine yes votes out of 15 countries. The permanent member states of the Council can veto the majority decisions of the Security Council.
After approval by the Council, membership would have to be approved by the UN General Assembly with a two-thirds majority.
