“There is always a group that cannot keep up with this complex society. They are unable to estimate what the government asks of them,” says Visser. “Consider, for example, someone who takes in an adult child because her child’s relationship has gone wrong. This has consequences for the allowance.” The problem is that people often do not think to pass this on, because housing benefit is automatically transferred. If, after the assessment, it turns out that someone has received too much money and has to pay it all back, things go wrong. “That’s how people get into trouble.”
