The temporary shelter in the Jaarbeurs was closed to Ukrainian refugees at the end of February, and only vulnerable Ukrainians are being accommodated there. They cannot move on to another shelter, as there are few of them in the Netherlands at the moment. That is why the Jaarbeurs is not open to all Ukrainians and there is room for refugees from Ter Apel, the municipality says.
