Botkyrka municipality blamed Tim’s unsuccessful placements on the father

16-year-old Tim found himself in the middle of the ongoing gang war. The police suspect that he was recruited by the Foxtrot network to prepare a murder in Sundsvall. But instead he was kidnapped and tortured for hours by rival criminals.

Tim has had eleven different placements in the past two years, and SVT’s review shows that there were shortcomings in a number of emergency and family homes.

Admit mistakes

In audio recordings that SVT has seen, it appears that the social service internally admits that mistakes have been made and that several of the placements were not suitable.

– What happened was not what we were promised. We have, to be honest, been in shock at how badly it has been handled, says a social worker.

But outwardly, the tone has been different. In a decision from last year, to take care of Tim in accordance with the law on the care of young people, it appears that the social board in Botkyrka criticizes the father’s actions and blames him for the failed placements.

“However, (the father) has undermined previous care efforts. His attempt to control care is one of the reasons why (Tim) has had to be relocated several times. The consequences of (the father’s) behavior are that care has not been able to be conducted with stability. Trying to control the care constitutes shortcomings in the care’.

Beats the criticism

Katarina Lindström, director of operations at the social administration in Botkyrka municipality, does not believe that they have handled the case incorrectly in any way.

– But we have drawn up a lex Sarah report so that those who review it can ensure that it is actually how we assess it, she says.
