Outlined in a circular from Prime Minister Élisabeth Borne published at the end of November, this measure is formalized in three draft decrees that the government must present this Friday, December 15 to the unions, on the occasion of the Common Council of the Civil Service (CCFP, a consultative body).
According to these texts, “by way of derogation”, the maximum number of days that agents will be able to store in their time savings account (CET) at the end of 2024 is increased from 60 to 70 days. Such a provision had already been activated in 2020 in the midst of the Covid-19 pandemic. In the state civil service and the hospital civil service, the decrees also allow agents to add up to 20 days to their CET in 2024, compared to a usual maximum of 10 days.
Once placed on a CET, these days of leave can either be taken later by the agent, or be paid by the employer (except for the first 15 days of leave placed on a CET, which cannot be monetized). In hospitals and the state civil service, the fixed amount of compensation for days of leave that agents choose to have paid by their employer has recently been increased. It now stands at 150 euros gross for category A agents (compared to 135 previously), 100 euros for those in category B (compared to 90 euros) and 83 euros for those in category C (compared to 75 euros).
According to the circular distributed at the end of November by Matignon, the decrees relating to the CET are the only “regulatory development common to the entire civil service” envisaged at this stage in view of the Olympic Games, which will be held from July 26 to August 11, and Paralympics, organized from August 28 to September 8. For the rest, in order to avoid transport congestion, “administrations are strongly encouraged […] to encourage teleworking as much as possible”, urged Élisabeth Borne in the circular.
Bonuses of up to 1,500 euros gross will only benefit agents “directly” involved or mobilized in the organization of the Games, insists Matignon. An information point on the Olympics, for unions, is planned during the CCFP this Friday. As is often the case, the latter denounce insufficient consultation, according to them, before the distribution of this circular.
