Sweden needs to spend SEK 20 billion a year to strengthen civil defense, according to MSB.

The authority for social security and preparedness (MSB) has received a government assignment to propose a priority for measures for civil defense in the period 2025–2030.

In a debate article in Dagens Nyheter, MSB’s director general Charlotte Petri Gornitzka presents the priorities and what they would cost per year.

In the first level, SEK 10 billion is proposed annually. The focus is then on measures that will lead Sweden to resist the initial consequences of a war. Among other things, it concerns functioning electronic communications, that the national electricity grid should not collapse and that the work of healthcare, the rescue service and the police should be able to function.

“In level one, very large deficiencies remain in relation to all parts of the objective for the civil defense,” writes the director general.

In the second level, where SEK 15 billion is proposed annually, all the previous measures are strengthened. In addition, priority is given to an increased ability to cope with the most important social functions for a longer period of time.

At level three, SEK 20 billion per year is proposed. In addition to what was previously proposed, the focus is on measures that strengthen endurance over time.

“MSB’s documents show that it takes around SEK 20 billion per year for us to take real steps towards the goal of civil defence,” writes Charlotte Petri Gornitzka.
