7.2 million: this is the number of homes considered to be thermal sieves in France and which could, in the absence of modernization, be prohibited from being rented by 2028. Faced with this project, the government has announced Wednesday October 11 that the flagship housing renovation assistance system MaPrimeRénov’ was going to be reoriented to give priority to these homes.

With the objective of reaching 200,000 thermal renovations by 2024, the budget envelope was enriched by 1.6 billion euros in the State budget, which will bring it to 5 billion in 2024, they said. indicated in a joint press release the Ministries of Ecological Transition, Energy Transition and Housing.

One in five homes affected

Since 2019, renting a property on the real estate market requires carrying out an Energy Performance Diagnosis (EPD). At the start of 2022, there were 17.2% of energy sieves (classified F and G) among main residences in mainland France, or almost one in five homes, according to the National Observatory of Energy Renovation (ONRE).

The most energy-intensive housing will thus be gradually prohibited, starting with those labeled G in the DPE, from 2025. This concerns 6.8% of the main residence stock. Thermal sieves have also no longer been able to see their rent increase since August 2022. These accommodations are concentrated more often among individual houses than collective housing, and more often among private housing than social housing, according to ONRE data.

Priority for low-income households

In order to encourage the owners of thermal strainers to carry out more extensive work (insulating walls, changing windows and heating methods, etc.), the National Housing Agency (Anah), which manages the system, will offer a higher support rate, which can reach up to “90% for households with very modest incomes”, with a ceiling which will reach 70,000 euros compared to 35,000 euros previously.

The government also announces “the increase in aid for the installation of geothermal air/water heat pumps, from 1,000 to 2,000 euros for households with modest and intermediate incomes”. On the other hand, MaPrimeRénov’ aid for a single project, such as switching to carbon-free heating, will be reserved for owners of homes which are not thermal sieves

More support

To facilitate support for households carrying out large-scale renovations, systematic support from an independent trusted third party approved by the State has also been announced. It will have to provide assistance in the technical, administrative and financial procedures enabling aid to be obtained and the work to be carried out, the ministries add in their press release.

In October 2022, the Defender of Rights had in fact highlighted numerous dysfunctions in access to MaPrimeRénov’, targeting in particular the online portal where users had to create an account to complete their procedures. Malfunctions in this portal could have consequences in the payment of aid, which targets low-income households, and plunge some into precariousness.

Since its launch in 2020, MaPrimeRénov’ has helped more than 1.5 million French people to embark on an energy renovation project for more than 5.6 billion euros committed, declared at mid -June the Minister of Housing, Olivier Klein, before a senatorial commission.
