The city of Utrecht has a large group of homeless people who are hardly or not at all visible in the care services. This concerns a group of approximately three thousand people who are not entitled to the Social Support Act (Wmo). This number is a guess by the municipality, because exact figures are not available. Approximately a quarter of this group is underage. In addition, Utrecht has almost three thousand other homeless people who are in the picture.
