(Finance) – “We are trying to find a solution to protect vulnerable public administration employees, safeguarding the health of people with multiple pathologies or undergoing life-saving therapies and avoiding discrimination with workers in the private sector”. This is what he said in a note Minister for Public Administration, Paolo Zangrillo regarding the hypothesis of extension of smart working for vulnerable public administration employees to 31 Decembera topic currently being discussed in the Council of Ministers.
“I have never had any ideological preclusions towards smart working, which during the pandemic guaranteed the continuity of many services and which still represents an opportunity today – he underlines Zangrillo –. Many companies are continuing to use it, so I don’t see why the same thing cannot and should not apply to the public administration, especially towards those exposed to serious risks not only due to Covid-19. I am convinced of the opportunity to give greater attention to the so-called fragile, but now that we are no longer in the emergency phase, a different approach is needed. For this reason, with the national collective bargaining for the public sector we have dealt with regulating agile working as a form of organized work performance. The new regulation provides for the signing of individual agreements between individual employees and the responsible manager, with an indication of the objectives to be achieved and the related results. A system that focuses on the relationship of trust with the manager, who is responsible for the performance of his employee, for identifying the objectives to be assigned and measuring the latter through the control and monitoring of the activity carried out. A true revolution, which reaffirms the role of the manager as manager of people with the responsibility of enhancing human capital, for a modern and innovative public administration, capable of putting its resources at the center and guaranteeing citizens and businesses services that are always efficient and effective”.
The rule on smart working responded to “an emergency logic” during the Covid period, but at this moment the situation is different, says the Minister of Labour, Marina Calderone. “However, we are making assessments on the fragile ones who will be the subject of choices in the next few days. We are thinking – added Calderone – about a possible extension because that was a rule for emergency purposes”.
