Court records shed light on suspect Sarnia police say tried

A 62-year-old Sarnia man is facing 11 charges from a chaotic incident in which police allege an impaired driver struck a pedestrian and tried to run down several others while trying to annoy homeless people encamped in a park.

Police never publicly identified the suspect in the July 31 incident, but court records show Kevin Burrage is facing charges.

Police at the time said a suspect pulled into a city park – Queen Street Park at the corner of Queen and Devine streets, based on photos and video on social media – and tried to annoy the encampment by blasting a horn for several minutes. The prolonged distraction attracted some neighbors to the area, police said.

“The male party then attempted to flee the area, striking a pedestrian in the process with his vehicle,” police said.

After driving down the street, the vehicle conducted a U-turn – squealing the tires in the process – and sped back.

“The male attempted to strike pedestrians again with his vehicle before fleeing the area,” police said.

There were no injuries and officers quickly located the vehicle and made an arrest, police said. Police issued a photo of a small black sedan with its doors open next to two cruisers on a road near a Tim Hortons. It appears to be the location on Vidal Street South, about one kilometer from the park.

Police said the suspect was charged with an offense including impaired driving, failing to stop at a collision, assault with a vehicle, mischief, and causing a disturbance.

Court records show Burrage, who lives close to Queen Street Park and the Vidal Street Tim Hortons, is facing a total of 11 charges. They include three counts of assault with a weapon, allegedly a vehicle, three of mischief and single counts of dangerous driving, impaired driving, being over the legal limit within two hours of driving, failing to stop at a collision and causing a disturbance in a public place by being drunk.

The complainants tied to the assault with a weapon charges are Daniel Eggleton, Josh Rochon and Adam Macaulay, and the complainants linked to the mischief charges are Macaulay, Rochon and Monique Major.

Burrage was released on bail and ordered not to contact those four people. He’s also banned from having weapons and driving or having care or control of a vehicle.

A publication ban was imposed on any evidence heard in his bail hearing. The case returns to court this month.
