The Utrecht plan has now been submitted and it appears that the province thinks it needs 3.7 billion euros to realize the ambitions of the government. The province does indicate that the costs can be 25 percent cheaper, but also more expensive. The whole package can therefore cost 2.8 billion euros, but also 4.6 billion euros.
