What are the next tobacco price increases in France?
In theory, tobacco prices are reviewed twice a year: on March 1 and September 1. The next price changes would therefore take place in September 2022. Since the arrival of Emmanuel Macron as President in May 2017, the government aims to lower the average price of a pack of cigarettes to 10 euros, whereas it was an average of 3 euros 20 years ago, according to the Tobacco info service site. During 2019, the government had considerably raised tobacco taxes, which brought the pack of cigarettes to around 9 euros. This price spike encouraged some smokers to cut down (or even quit) as cigarette sales fell by 9.32% in France in 2018 and of 7.2% in 2019, according to a report drawn up by the supplier Logista France. The November 2020 increase was to be the last before 2022. Olivier Dusspot, Minister of Public Accounts and Philippe Coy, President of the Confederation of tobacconists have come to an agreement by modifying the “Memorandum of Understanding on the transformation of tobacconists”: “The tobacco tax trajectory will be completed with a final stage in November 2020 and no new tax trajectory will be developed until December 2022“. This absence of a tax increase on tobacco taxation will not prevent manufacturers from raising their prices, as some did in 2021.
