The player “Coooley” explains in his YouTube video that it is worth accepting and completing the quest from Taissa at a high level, because: The item power of items depends on the character level.

The higher your level when picking up items, the higher the item power as well as the status effects and boosts of an item.

What boost does the amulet give me? With the amulet you get an increase in your maximum health in Diablo 4. However, this seems to vary depending on when you get the item. The boost also increases with each upgrade.

In the video it gives a +512 boost to max health, one player even got +2038 at an item level of 100.

Because the amulet is “only” a rare, yellow item and not a unique one, you can upgrade it and use the boost. So you should definitely keep it.
