The discussion is being conducted in response to the problems surrounding the Lucasbolwerk, a park near the Stadsschouwburg. About 120 seriously addicted and homeless people live there. They cause nuisance, crime and intimidation. According to the mayor, almost all possibilities to end the situation have been exhausted, and only a ban on the use of drugs could offer a solution. The council now supports that proposal.
