In Madagascar, the Independent National Electoral Commission (Céni) takes stock of the revision of the electoral list for the presidential elections scheduled for the end of the year. At the end of last week, five political parties, including former president Hery Rajaonarimampianina’s HVM, denounced ” violations in the process of revamping the electoral list.

Today, just under 10.8 million voters are registered on the lists. The figure was transmitted by the CENI on Tuesday June 13 during a press conference. A still provisional figure since theMadagascan citizens will have until July 17 to check their names on the electoral list… but also to register, despite the closure of the revision on June 10. Some opposition political parties therefore denounce a “ irregularity ” Who “ violates the timetable set by the Ceni “.
For his part, the President of the Electoral Commission, Dama Arsène Andrianarisedo pleads in favor of a measure which makes it possible to obtain the most exhaustive list possible: ” These political parties should have asked the CENI for the ins and outs of the texts which govern the redesign of the electoral lists. In relation to the Constitution, in relation to international conventions, the objective is to have the maximum number of citizens registered on the list, citizens who fulfill the conditions of course. They must be 18 and over, have a national identity card before June 10 and be registered with the fokontany [bureau administratif de quartier, NDLR]. There is no reason not to register them on the electoral list. The words “definitive” and “provisional” are formulas. It is up to the Ceni to make the assessment in relation to the timetable for the presidential election. So for us, there is no problem making the final stop on July 17. »
While the Ceni does not have the necessary funding to organize the presidential election and has had to revise its budget downwards, discussions with the government are still ongoing, continues the president of this institution.
” We proposed – this is where there are still discussions – a budget of 80 billion ariary after having deducted the activities that were supported by other institutions. Even if we go a little lower, we can always talk. If we do not have the adequate budget, we have issued a reservation. But if we go in the direction of the election, it is to say that the budget is sufficient. I am confident that we will find the necessary budget to carry out this election. »
