It was quite a challenge anyway, the whole issue of free water at festivals. A motion on this was already unanimously adopted in 2019, but it took another four years before a council letter was published. This was partly due to corona, but it also turned out to be more difficult from a legal point of view than expected. The General Local Regulation (APV) does not provide enough legal basis to oblige free drinking water. The only way to do that is if there is a higher risk to the health of visitors.
