The action star was definitely not in Avatar 2, we would have noticed that. The hopes for diesel content in the three other planned sequels were far from destroyed. Jon Landau has done that now. Landau produces all Avatar sequels and also the extremely successful first part. So he needs to know who is going in and out of the line.
Compared to Empire, Landau unfortunately relegates the story of a Vin Diesel role to the realm of fables.
