Province of Utrecht – A large proportion of all poorly insulated homes (energy label E, F or G) are owned by homeowners or private landlords. This is evident from the Home monitor of environmental organization Natuur en Milieu. The organization believes that the government should take more control for making homes more sustainable by obliging owners to make the home more sustainable before it can be sold. The Dutch Association of Real Estate Agents in Nieuwegein calls that ‘a noble idea’, but does not like it.
