Just as in Gelderland, a majority of the provincial parties in Utrecht consider it undesirable that the national government and other government bodies, such as Rijkswaterstaat, go hunting for nitrogen rights without informing the provinces. According to the Members of Parliament, this is not in accordance with the agreement and it also undermines “the confidence of the parties involved in a sensitive file.” Moreover, rights that the government claims for the construction of a highway can no longer be used by the province itself.
