The Senegalese Abdoulaye Bathily presented to the UN, Tuesday, October 25, his first report on the situation in this country plagued by chaos for more than eleven years. Arrived in Libya, almost two weeks ago, he has multiplied meetings with officials in Tripoli.
Before the Security Council, Abdoulaye Bathily spoke of the results of his Libyan consultations. He ruled out holding elections in the near future. On the spot, he was able to measure “ the deep differences between the Libyans », especially with regard to the legal basis which should allow the organization of general elections.
The road to elections must now go through the reunification of the executive and this is the task to which he must urgently tackle. Two governments have been vying for power since March in Libya. The UN special envoy plans to organize a meeting between the head of parliament and the head of the high advisory council, to encourage the application of the agreement on the reunification of the institutions.
Relaunch of security discussions
The new special envoy also wants to relaunch the security component of the political agreement frozen due to the power crisis. A meeting of the 5+5 joint military committee, made up of five representatives for the east and west of the country, will take place in his presence on Thursday 27 October in Sirte. The goal is to do lower the tension.
Before leaving New York, Abdoulaye Bathily made a point of meeting all the representatives of the countries involved in Libya. In doing so, he stressed the need and importance of coordinated international support for Libyan and UN efforts. He called on these countries to refrain from taking unilateral decisions that could further deepen the divisions in Libya.
