Magdalena Andersson (S) has submitted her resignation as Prime Minister, but until a new government is in place, she leads what is known as a transitional government.
The transitional government sits until a new government has been formed, there is no external time limit for when this must happen. At the 2018 election, it took 129 days before a new government was in place and the transitional government was led by then Prime Minister Stefan Löfven (S).
There are really no legal restrictions on what a transitional government can do, it has the same powers as a regular government. But in practice, the transitional government usually only makes decisions on ongoing matters, it is the practice that the transitional government does not take any new political initiatives, writes the Riksdag.
The only limitation on a transitional government is that it cannot call by-elections. In addition to the fact that a transitional government does not usually take new political initiatives, it also does not usually answer questions or interpellations from members of the Riksdag.
As the transitional government only makes decisions on the most necessary issues for the country to function, the ongoing legislative work and other processes basically stop.
