Since the start of the 2021 school year, the program to combat school bullying, tested for 2 years, in 6 academies, has been generalized throughout France. It will be extended to all schools and colleges from the start of the 2022 school year, as announced on August 26 by Pap NDiaye during his back-to-school press conference.
During his back-to-school conference on August 26, 2022, the Minister of Education Pap Ndiaye presented the measures and commitments he intends to develop in public education, at all levels of schooling. In particular, he affirmed his intention to fight against school bullying by deploying, from the next school year, the PHARE plan “for all elementary and middle school“. At the same time, he paid tribute to Jonathan Destin, an emblematic figure in the fight against school bullying, who had himself led him to the worst.
The extended pHARE program from the start of the 2022 academic year
The fight against bullying is a priority for the Ministry of National Education, Youth and Sports. On May 28, during a visit to Le Saussay college, in Ballancourt-sur-Essonne, Jean-Michel Blanquer announced the generalization, throughout the territory, of the program to fight against harassment “pHARe”. Experimented since 2019 in 6 academies, this program is set up “in the form of a set of “turnkey” systems, training and resources”, explains the Ministry of National Education. The objective: to extend this program to the all schools and colleges from the next school year 2022.
What is the pHARe program?
Like other international programs that have had some success (such as the Finnish program KiVa), pHARe is a bullying prevention program that provides schools and educational establishments with a comprehensive intervention strategy.
What does the pHARe program provide?
- The selection ofambassadors “no to harassmentin all schools,
- Mobilization around the issue of harassment prevention health, citizenship and environmental education committees present in the establishments, in order to draw up an inventory and determine an action plan,
- College life councils and high school life councils are invited to mobilize on the issue of bullying at school,
- The training of a multi-category team in the specific management of harassment in schools and establishments,
- Online modules are available to students,
- Raising parents’ awareness through workshops.
“In close collaboration with the partners, the academies will support schools and establishments with a training plan to decline this ambition in the service of the well-being of students and respect for others” adds the ministry.
