(Finance) – Not a “tip” of 50 euros for those who renounce the right to mobility, but a serious travel allowance for teachers who intend guarantee didactic continuity of their students. It is the proposal of the school union Aniefafter the Ministry of Education explained to the trade unions, in the course of an information on the application of the dictates of Legislative Decree 36/2022, then Law 79/2022, the characteristics of the allowance established to reward educational continuity.
The Law Decree 36 of 30 April last, then converted to L. 79/22he allocated 30 million euros for the enhancement of teaching staff that satisfies the interest of its pupils and students in didactic continuity, in particular to those who work in areas characterized by the risk of depopulation and by the values of indicators of social, economic and cultural status and early school leaving.
Instead of a reward for those who renounce the right to mobility, Anief asks for the recognition of daily travel allowance for those who work far from their town of residence. President Anief Marcello Pacifico explains “the problem is not the didactic continuity, but the refreshment for those who work away from home. A refreshment that to be serious it should provide at least an annual salary in addition to bear the expenses and costs of working outside their home. Not to mention private work, in which the travel allowance is tax free of € 46.48 per day “.
It also appears the timing is questionable to discuss in July 2022 a decree which will take effect in June 2023, when, presumably, the resources will have been redistributed from the contract and therefore questions of legitimacy arise. Furthermore, the attribution of the benefit implements obvious discrimination.
“Speaking of didactic continuity where the mystifying distinction between legal and de facto staff is still maintained is a pretext: the alternates almost always find themselves every year in a different school, while the permanent teachers can be assigned to a complex or a section different by choice of the manager “, he underlines Daniela Rosanogeneral secretary Anief.
