Cuba will hold a referendum on September 25 on a new family law, the country’s parliament announced on Friday. The bill contains the legalization of both same-sex marriage and surrogacy.

Parliament says in a statement that “the people have the last word” but that the Cuban people will eventually learn to support the “revolutionary, inclusive and democratic” proposal.

The new law will replace 47-year-old legislation.

LGBTQ activists attempted to legalize same-sex marriage when the Cuban constitution was reformed in 2019. But it was stopped due to stiff opposition from some churches and conservative groups.
