High risk offender ordered to reside in Brantford

Man convicted of sex offenses must reside in Brantford: Report

The release of a high-risk offender has prompted Brantford Police to issue a public advisory.

William Michael Smith, 62, was given a statutory release on June 28, with a stipulation to reside in Brantford.

“The Brantford Police Service is issuing this information and public advisory after careful consideration of all related issues, including privacy concerns in the belief that it is clearly in the public interest to inform members of the community of the release of Smith,” said corporate communications manager Robin Matthews-Osmond.

“Regulation 265/98 of the Police Services Act allows for disclosure of personal information about an individual if it is reasonably believed that the individual poses a significant risk of harm to other persons or property and believes that such disclosure would reduce that risk.”

A statutory release is required by law for federal offenders who have served two-thirds of their award but that release includes community supervision.

Smith is described as six-foot-one, weighing 225 pounds with gray hair and green eyes.

He was convicted in 2016 for the following offences:

  • Sexual interference (15 counts)
  • Invite sexual touching (4 counts)
  • Print/publish child pornography (4 counts)
  • Possess child pornography (3 counts)
  • Access child pornography
  • sexual assault
  • Indecent assault female
  • Mischief (3 counts).

Under the conditions of his release by Correctional Services Canada, Smith is to follow a treatment plan to be arranged by his release supervisor and must participate in counseling with a mental health professional to address sexual deviancy, said a media release.

Without prior written permission of his release supervisor, Smith is not allowed to:

  • Have any contact with his victims and their family members except for judicial proceedings, CSC’s restorative opportunities program or mediation sessions;
  • Adhere to a 9 pm to 6 am curfew except for work-related reasons;
  • Consume drugs or alcohol;
  • Use the internet or other digital networks unless seeking employment or while engaged in lawful employment;
  • Use, own or possess any device or technology that allows access to the internet;
  • Reside with another person without prior knowledge of the parole supervisor;
  • Associate or communicate with anyone involved in criminal activity;
  • Communicate, or be in the presence of, children under the age of 18 unless supervised by a court-approved, responsible adult who has knowledge of his criminal history;
  • Be in, near or around locations where children under the age of 16 may congregate including daycares facilities, elementary and high schools, playgrounds, parks, recreational centers and swimming pools.

Smith must also immediately report to his supervisor all sexual and non-sexual relationships and friendships – including attempts to initiate and changes to the status of those – with males and females and must disclose if such persons have parental responsibilities for children under the age of 18 .

Brantford Police say they are working closely with CSC to monitor the terms of Smith’s release.

Anyone who sees him breaching any conditions of his release is advised not to approach him, but to call 9-1-1.
