It has been more than two months since the Itaewon disaster occurred. Following the police, the prosecution also launched an investigation. The request made by the bereaved family council is a common and repeated phrase in almost all disasters. ‘Finding the truth, punishing those responsible, preventing recurrence.’ But what does that actually mean? Although investigations and punishments have been carried out, the scars left by the Sewol ferry disaster in 2014 are still deep, and it does not seem that Korea has become a safe country. So we have no choice but to stand in front of the same question again after the Itaewon disaster in 2022. What should the community do to sincerely mourn the disaster?
There are those who went the way we had to go first. In 2001, a stampede also occurred in Akashi City, Hyogo Prefecture, located west of Osaka, Japan. Akashi City Hall moved its annual fireworks display location near the city hall to the seaside for the first time that year. To get to the coast, you had to get off at JR Asagiri Station and cross an overpass. People flocked to this overpass. Nine children and two women in their 70s were killed. The bereaved families formed a bereaved family association and went through civil and criminal trials that lasted for 15 years. In July 2022, 21 years after the disaster, I published a book about the process. Three months after the book was published, they heard the news of the Itaewon disaster in their neighboring country, Korea.
