What are PAS reporters?
Until 2019, the Nitrogen Approach Programme (PAS) applied in the Netherlands. Entrepreneurs who had little nitrogen deposition on protected Natura 2000 areas did not have to apply for a permit to expand. A notification of expansion was sufficient.
In 2019, the Council of State swept this nitrogen policy off the table. According to the judge, a permit is indeed required for nitrogen deposition in vulnerable areas. The ruling led to 3637 companies in the Netherlands suddenly working illegally. After all, they did not have a permit for their activities.
